Sponsoring a domestic worker in Dubai used to mean eleven separate procedures and up to six trips to a government counter. In July 2026 that changed. The General Directorate of Residency and Foreigners Affairs in Dubai (GDRFA Dubai, the emirate's immigration authority) merged nine services into a single digital journey. The file now runs in six steps, and you visit a counter twice at most.

This guide walks you through the new process. It also does the thing most guides skip: it compares the two legal routes honestly. You can run the file yourself, or you can hand it to a Tadbeer centre. Both are legitimate. They suit different households, and the difference in cost and control is real.

What actually changed in 2026

GDRFA Dubai's "Domestic Workers Management" service is a consolidation, not a new rule. The legal requirements did not get easier. The paperwork around them got shorter.

According to figures announced by GDRFA Dubai and reported in July 2026, the service cut the process from 11 steps to 6, reduced customer visits from 6 to a maximum of 2, and collapsed six separate payment channels into one.

Nine procedures now sit inside one journey:

  1. The employment contract
  2. Health insurance
  3. Work permit issue
  4. Work permit cancellation
  5. Visa issue
  6. Status adjustment (converting a visit visa into residency without leaving the country)
  7. Medical fitness testing
  8. Residence permit
  9. Emirates ID

Before the merge, each of those was a separate application with its own form, its own fee and often its own queue. That is why the old process ate a week of someone's life. The steps below are what is left.

Who is allowed to sponsor, and the income test that trips people up

You can sponsor a domestic worker if you are a UAE national, a GCC national, or an expatriate resident holding a valid residence visa. Expatriates face an income test.

The threshold is AED 25,000 in family income per month. That is family income, not your personal salary alone, and the wording matters. The Ministry of Human Resources and Emiratisation sets out two ways to prove it on its domestic worker work permit service page:

  • A recent salary certificate confirming that the family's income is not less than AED 25,000, or
  • A bank statement covering the previous three months showing monthly income of at least AED 25,000

The second option exists for a reason. If you are a business owner, a freelancer or a commission earner, your income is lumpy and a salary certificate will not describe it well. The three-month statement is the route built for you.

Two different income tests, constantly confused

This is where most online guides go wrong, and it is worth being precise.

There are two separate income tests in Dubai residency, and they belong to different applications:

The lower figures belong to the family visa track only. If you have read a much smaller number attached to hiring a maid, you have read the family-visa threshold wearing the wrong label. Sponsoring your wife and sponsoring your nanny are governed by different rules, and the gap between the two thresholds is large. What else you need to show

Beyond income, the file asks for proof of marital status and your spouse's residence visa, housing proof in the form of a tenancy contract or title deed, your passport with the unified number page, and the worker's passport, photograph and identity documents. If the worker is already in the country on a visit visa, you also submit that visa and the cancellation of any previous one.

One quiet detail worth knowing: if you are hiring more than five domestic workers, MOHRE asks for a written explanation. There is no hard cap in the checklist. There is a scrutiny threshold.

The two routes: direct sponsorship or a Tadbeer centre

Here is the thing almost nobody states plainly. Tadbeer is not mandatory.

Tadbeer centres are MOHRE-approved domestic worker service centres. They recruit, they mediate, they package the whole thing. They are extremely useful. They are not a legal monopoly.

MOHRE lists four service channels for the domestic worker work permit on its own service page: a service centre, the website, the mobile application, and Tawseel (a mobile service that brings the counter to your home for elderly applicants, pregnant women and people of determination). The website and the smart app are direct employer channels. You do not need an intermediary to use them.

So the real decision is not "am I allowed to do this myself". It is "should I".

When the direct route makes sense

You already have someone. It is your friend's departing nanny, or a worker currently on your spouse's sponsorship, or a candidate you found yourself and interviewed. In that case you are not buying recruitment. You are buying form-filling, and the MOHRE service page notes the permit service itself is free of charge through the website and smart app, excluding federal charges and taxes. Business centre commission, where used, is capped at AED 72. Service completion time is listed at two working days.

When a Tadbeer centre earns its fee

You are starting from nothing. You need a candidate sourced, screened, medically cleared, contracted and delivered, and you would like someone else to own the outcome if the placement fails in month two. That is a genuine service, and a package price for it is not a markup on paperwork. It is payment for recruitment risk.

The question the route does not answer

Neither route changes the AED 25,000 family income test, the housing proof or the employer obligations. A Tadbeer package buys recruitment and replacement risk. It does not buy eligibility.

The six steps

Step 1. Confirm you clear the income and housing test

Pull your salary certificate or your last three months of bank statements. Confirm family income is at or above AED 25,000 per month. Have your tenancy contract or title deed ready.

Step 2. Sign the employment contract

The contract uses the ministry-approved template. It states the wage, the job, the rest days and the accommodation arrangement. It is signed digitally inside the service.

Step 3. Apply for the work permit

Submit through the MOHRE website, the smart app, a service centre or Tawseel. Upload the documents listed above. Approval is quoted at two working days.

Step 4. Complete the medical fitness test

The worker attends a licensed medical fitness centre. Results feed back into the same file rather than being carried between offices as they once were.

Step 5. Take health insurance

Health cover is mandatory for every resident in Dubai. It is now issued inside the same journey rather than as a separate errand.

Step 6. Collect the residence permit and Emirates ID

Biometrics, residence stamp and Emirates ID are issued at the end of the merged journey. This is where your second and final counter visit usually falls.

What sponsoring a domestic worker in Dubai costs in 2026

Split the cost into two categories, because they behave very differently.

Official figures. MOHRE lists the work permit service as free of charge via its website and smart app, excluding federal charges and taxes, with business centre commission capped at AED 72 and a two working day completion time. Government fees beyond that vary by emirate and by the specific permit type, so check the current fee schedule at the point of application rather than trusting any figure in an article, including this one.

Market estimates. The following are what the market currently charges, not government figures, and they move:

  • All-in cost for a full sponsorship, from recruitment to Emirates ID, commonly lands somewhere between AED 8,500 and AED 17,000 depending on route, nationality and whether the worker is recruited from abroad
  • Monthly salaries for domestic workers in Dubai commonly range from AED 1,500 to AED 3,500 depending on role, experience and language
  • Mandatory worker insurance contributions are quoted at around AED 60 per year

Treat those three as a planning range, not a quote. The only numbers you should build a budget on are the ones on the government portal on the day you apply.

The Golden Visa advantage almost nobody mentions

If you hold a UAE Golden Visa, the domestic worker rules treat you differently, and the difference is worth real money in saved admin.

Look at the permit validity MOHRE publishes for this service:

An ordinary resident renews the household staffing file every single year. A Golden Visa holder can elect a two-year permit and halve that cycle. Across two or three staff and a ten-year visa, that is a meaningful amount of renewal admin that simply does not happen.

Golden Visa holders are also not held to a fixed numerical cap on household staff. The only number that appears anywhere in MOHRE's checklist is the written explanation requested above five workers, which is a document request rather than a ceiling. For a large household, that is the practical difference between staffing to need and staffing to a limit.

Your legal obligations once they start

Domestic work in the UAE is governed by Federal Decree-Law 9/2022, amended by Federal Decree-Law 21/2023, with Cabinet Resolution 106/2022 as the executive regulation. The law covers 19 domestic service occupations, which is broader than most people assume: housemaid, cook, nanny, gardener, private driver, private tutor, home care provider, guard, farm worker and others.

As the employer, the law requires you to:

  • Use a ministry-approved written contract
  • Pay wages within 10 days of the due date
  • Provide appropriate accommodation, meals and clothing
  • Leave the worker in possession of their own passport and identity documents
  • Provide medical care or health insurance
  • Give one paid rest day per week and 12 hours of daily rest

These are obligations, not guidelines. They are also the reason the contract template is not negotiable in the way a private arrangement would be. Four mistakes that stall the file

  1. Applying on personal salary alone when family income clears the bar. The test is family income. Combining a spouse's salary is allowed and is the most common fix.
  2. Submitting a salary certificate when a bank statement tells a better story. Business owners and commission earners should use the three-month statement route.
  3. Budgeting from the family visa threshold. Two different tests, two different numbers. Confirm which application you are actually making.
  4. Assuming Tadbeer is compulsory and never pricing the direct route. For an already-identified candidate, the direct channel is often the cheaper and faster path.
