Search for the business insurance Dubai companies must hold and you will get a list. Most of those lists are wrong in both directions. Two items on almost every one are not required by law. One item that genuinely is compulsory, and costs less than a licence renewal, is missing from nearly all of them. This guide separates the two, names the instrument behind each duty, and gives only costs we could verify. We can write it because we do not sell insurance.

A compulsory liability is not a compulsory policy

One distinction does most of the work here. UAE law creates liabilities: who owes what when something goes wrong, who pays for treatment, wages and compensation, by when. That duty falls on you whether or not you have ever spoken to an insurer.

Buying a policy is how you fund that liability. It is a commercial decision, usually a good one, because the sums are open ended. But funding a duty and being ordered to buy a product are different things. Almost every business insurance Dubai checklist online treats them as one.

So an obligation can be real, enforced and expensive to ignore while the policy you are quoted is optional. Knowing which is which is the difference between buying cover on purpose and buying it on a misquote.

Which business insurance is legally required in Dubai?

Read the third column twice. It is where most of the errors live.

Two things stand out. The lines sold hardest as legal requirements, workmen's compensation and professional indemnity, generally are not. And the cheapest real requirement is the one nobody quotes.

Is workmen's compensation insurance mandatory in the UAE?

No, not as a policy. This is the most repeated error in the market, so state it in four parts. All four are true at once, and dropping any one makes the answer wrong.

  1. The liability is compulsory. An employee injured at work is owed treatment, wages and compensation.
  2. The policy is not required by federal law. The labour law sets out the employer's duties in full. It does not tell you to buy a workmen's compensation insurance product.
  3. The policy is still the right purchase. The medical duty is open ended, and that is the shape of risk a small balance sheet cannot hold. Buy the cover, because the liability is uncapped, not because a statute was misquoted at you.
  4. In many free zones the policy is a licence or visa condition. That is where the belief comes from, and it is real, set by your free zone authority rather than federal law. Check it alongside what a free zone licence renewal actually costs.

The duties are specific, and the numbers explain point 3. The government's own guidance on work injury compensation in the UAE lists them:

  • Full medical treatment until recovery or confirmed disability, with no ceiling.
  • Full wages for up to 6 months, then half wages for 6 more.
  • Report the injury to the labour ministry within 48 hours.
  • Pay compensation within 10 days of the medical report.
  • 24 months' basic wage for death or permanent total disability, floored at AED 18,000 and capped at AED 200,000.

The instruments are Federal Decree-Law 33/2021 and Cabinet Resolution 33/2022. Notice what is absent: any line telling you to hold a policy.

There is a second problem. At least two of the pages that get this wrong cite Federal Law No. 8 of 1980 as their authority. That law was repealed in full by Federal Decree-Law 33/2021, in force since 2 February 2022. They ground their central claim in a law that has not existed for four years.

Four claims you will read, and what the law actually says

A compulsory liability is not a compulsory policy. Almost every error on this topic collapses back into that one confusion.

"You must insure the family"

A Dubai employer covers the employee's spouse and children.

That is the Abu Dhabi rule.

In Dubai the employer covers the employee. The sponsor covers their own resident dependents. Abu Dhabi covers 1 spouse and 3 children under 18.

"Workers' Compensation (WPS) is mandatory"

WPS is an insurance line you must buy.

WPS is not insurance.

It is the Wage Protection System, a salary transfer monitoring mechanism. Two unrelated things welded together by copying.

"PI is mandatory for a professional licence"

The licence type triggers the requirement.

A named regulator triggers it.

A Dubai mainland professional licence carries no general PI duty. DFSA firms in the DIFC must hold and file it. ADGM is equivalent.

The missing one: AED 137.50

Workers' protection insurance is genuinely compulsory for MOHRE registered establishments, from AED 137.50 per skilled worker for 30 months, covering up to AED 20,000. It appears on none of the lists, because nobody earns a commission on it.

Workers' protection insurance: the cheap requirement nobody quotes

Workers' protection insurance is genuinely compulsory for establishments registered with the Ministry of Human Resources and Emiratisation. It is cheap, and appears on almost none of the checklists, because there is no commission in it. It came in with Ministerial Resolution 318 of 2022. According to the ministry's own release on bank guarantees and workers' protection:

  • AED 137.50 per skilled worker, AED 180 per low skilled worker and AED 250 per worker at high risk establishments, for a policy running 30 months.
  • Cover up to AED 20,000 per worker: the final 120 working days of wages, end of service gratuity, repatriation and death related costs, if the employer defaults.
  • The alternative is a bank guarantee of not less than AED 3,000 per worker, lodged with a UAE bank and renewed annually.

One note on a number you will see elsewhere. Much of the coverage quotes a flat "AED 120 per worker for a two year permit". That comes from 2022 launch reporting and does not match the ministry's published tiers, which are banded by category and run over 30 months. We use the ministry's figures.

Employee health cover: what Dubai actually requires

Health cover for your employees is compulsory in Dubai. The detail belongs to our dedicated guide, so here is only what changes the compliance picture. The government draws a line that gets blurred whenever a policy is sold. On the official guidance on getting health insurance, in Dubai the employer covers the employee, and the sponsor covers their resident dependents. In Abu Dhabi, employers and sponsors cover employees and their families, defined as one spouse and three children under 18.

A Dubai employer quoted family cover as a legal obligation has been quoted an Abu Dhabi rule. It may still be a good benefit. It is not something Dubai law makes you buy.

Since 1 January 2025 a federal basic package also applies to private sector employees and domestic workers across the UAE. It costs AED 320 a year, with no waiting period for chronic illness. Note the scope: that is the federal basic package price, not a Dubai plan price. The two get mixed up.

Unemployment insurance is compulsory, but it is not your purchase

The Involuntary Loss of Employment scheme, or ILOE, is compulsory. It is also not a business insurance line, and putting it on a company insurance budget is a category error.

The scheme is written around the individual subscriber rather than the employer: the subscription sits in the individual's name, the premium is set by their basic salary, and the benefit is paid to them. Sources differ on how payment is administered, and the official page that set this out is no longer live, so we will not assert who pays. The terms are stable:

  • AED 5 a month plus VAT where basic salary is AED 16,000 or less, AED 10 a month plus VAT above that.
  • Benefits capped at AED 10,000 or AED 20,000 a month by category.
  • A lifetime limit of 12 monthly benefit payments across an entire UAE working life.
  • It covers Emiratis and residents in the federal government and private sectors, and excludes investors, domestic helpers, temporary contract workers, under 18s and pensioners in a new job.

That last line matters: if you own the company, this scheme is not for you.

Motor: the other genuinely compulsory line

If your business owns vehicles, third party liability cover is compulsory before a vehicle licence is issued or renewed. The instrument is Federal Decree-Law 14/2024 on Traffic Regulation, in force since 29 March 2025. We could not verify the article number against the official legislation portal, so we cite the law rather than a clause. This one enforces itself: you cannot register without it. The only open question is whether third party cover alone is enough for your fleet, a commercial call, not a legal one.

Is professional indemnity mandatory for a Dubai professional licence?

Not generally. The claim confuses a licence type with a regulator. A Dubai mainland professional licence carries no general professional indemnity requirement on its own: the licence type describes what you may do, and imposes no insurance condition. Professional indemnity attaches where a named regulator imposes it. Firms authorised by the Dubai Financial Services Authority in the DIFC must take out and maintain cover appropriate to the nature, size, complexity and risk profile of the business, and file evidence with the regulator. The Financial Services Regulatory Authority in ADGM applies an equivalent rule. We could not confirm the commonly cited engineering and medical examples against a primary source, so we leave them out.

The test is simple. Ask who supervises you beyond your licensing authority. If nobody does, professional indemnity is a commercial decision. If a regulator does, read that rulebook.

The business insurance Dubai lists leave out

The lines sold hardest have a compliance story attached, because "the law requires it" closes faster than "this would be bad if it happened". The lines that protect a small company have none.

  • Employers' liability funds the injury duties above. If you buy one thing after reading this, buy the cover that funds an uncapped medical obligation.
  • Public liability covers harm to third parties. Landlords, malls and some free zones require it in the lease, so it can be mandatory for you even though no federal law names it.
  • Property and contents matters most if you hold stock or paid for a fit out. Replacing a fit out from cash is what closes young companies.
  • Business interruption covers the gap property leaves: rent and salaries run while revenue does not.
  • Cyber deserves a look if you hold payment data.

None of these is legally required for a typical mainland company. All are worth pricing on their merits, which is the correct reason to buy insurance.

What business insurance Dubai actually costs in 2026

Four prices are verified: the federal basic health package at AED 320 a year, workers' protection cover at AED 137.50 to AED 250 per 30 month policy, the AED 3,000 per worker bank guarantee, and ILOE at AED 5 or AED 10 a month plus VAT.

For everything else, we could not find a published basis for the premium ranges quoted elsewhere, so we are not repeating them. You will see confident percentage-of-payroll figures for workmen's compensation insurance and neat brackets for professional indemnity. None trace back to a regulator, a rate card or a market study. A number with no source is worse than none, because you will budget against it.

What moves a business insurance Dubai quote: headcount and job classification, the value insured, claims history, industry risk banding, and any regulator minimum. Get two or three quotes on identical scope and compare exclusions, not premiums.

Read your own licence, not a checklist

Insurance duties in the UAE attach to a specific licence held with a specific authority, and in a free zone to that specific free zone's rules. A Dubai mainland commercial licence, a DIFC authorisation and an IFZA trading licence give three different answers to "what must I insure?". No generic article, this one included, can tell you which applies. Open your own licence conditions and check.

Three bodies matter. The Ministry of Human Resources and Emiratisation registers establishments, sets the workers' protection requirement and takes work injury reports. The Dubai Health Authority administers health insurance compliance through the ISAHD programme. The Central Bank of the UAE supervises insurers and intermediaries under Federal Decree-Law 6/2025, which consolidated banking and insurance oversight in September 2025. An insurer not licensed by the Central Bank is not the protection you think you bought.

The picture changes once you have staff. Work through what taking on your first employee actually involves before pricing a policy, alongside your obligations as an employer under UAE labour law. One last correction: some lists name "Workers' Compensation (WPS)" as mandatory insurance. WPS is the Wage Protection System, a salary transfer monitoring mechanism. It is not insurance.

The test that settles it

Before you accept any line as compulsory, ask two questions: which instrument creates it, and on whom does it fall? If the answer names no instrument, it is a sales argument, not a legal one.
